Cut a strip of elastic band long enough to go around your finger. Poke the wire legs of the LED through the elastic band (use needles to poke the holes if the elastic band is too tough). Remember which leg is the longer one for later.

Tape over longer leg of the LED where it pokes through the elastic band to prevent contact with the battery.

Place the battery negative side down over the legs of the LED such that the bottom of the battery is in contact with the shorter leg (negative side is typically the side without writing).

Wrap the longer leg around the battery such that it is ONLY in contact with the top of the battery. Tape the legs to the battery. (The longer leg of an LED is the positive leg, while the shorter leg is the negative leg. What you just did is connect the positive end of the LED to the positive end of the battery, and same for negatives.)

Cut pieces of velcro and stick them to the ends of your elastic band.
